Mesaside Advances, a small-business funding broker in Cheyenne, Wyoming, explains where Cheyenne businesses handle state entity filings (Wyoming Secretary of State), sales tax account registration (Wyoming Department of Revenue, Excise Tax Division) and city licenses and permits (City of Cheyenne City Clerk), and why lending partners ask for these records. It does not give legal or tax advice.

State: the Wyoming Secretary of State
Entity filings, such as forming an LLC or corporation, go through the Wyoming Secretary of State. Its Start a Business page is the state's entry point. Keep a copy of what you file and note the exact legal name, because a partner will compare it with your bank account, tax returns and licenses.
State: a Wyoming sales tax license
Sales tax account registration is handled by the Wyoming Department of Revenue through its Excise Tax Division, whose registration page is excise-tax-div.wyo.gov/registration. Before you contact the division, be ready to describe what the business sells, where it sells it, when it started, and how it is organized, with its federal EIN if it has one.
We do not publish sales tax rates. Ask the Excise Tax Division for the current rate that applies to sales in Cheyenne.
City: Cheyenne, WY licenses and permits
The City of Cheyenne's City Clerk publishes the license and permit types the city issues on its Licenses and Permits page. The clerk's own FAQ answers the question 'Do I need a license to operate a business within city limits?' by pointing to that list of types, so the practical step is to look for your activity on it. Applications can be made online through the city's portal, cheyennewy.viewpointcloud.com.
Some activities also need a license from a state board or agency rather than the city. If yours is a licensed trade or profession, keep that license with your business records too.
County: outside city limits
Places such as Ranchettes, Fox Farm-College and South Greeley are unincorporated Census-designated places in Laramie County, outside Cheyenne's city limits. A business located there should ask Laramie County which county-level requirements, if any, apply, rather than assuming the city's list does.
Laramie County is the county; Laramie, WY is a different city, in Albany County. Forms and offices for one do not apply to the other.
Why lending partners ask for these records
- Identity of the business. The legal name on the state filing should match the bank account and tax returns.
- Proof it is operating. A current city or trade license shows the business is active in its line of work.
- Revenue that reconciles. Sales tax filings and bank deposits should tell the same story; gaps prompt questions.
- No surprises. Unresolved tax balances or lapsed registrations can stall a review.
None of these decides approval, which belongs to the partner, but missing records are a common reason for delay.
When something changes
Records drift. A move from a home office to a storefront, a new trade name, a second location, a change of owners or a switch from sole proprietor to LLC can each leave the state filing, the tax account, the city license and the bank account saying different things. Update each office when the change happens, not when a lender asks. A partner who finds the business operating under one name, banking under another and licensed under a third will stop and ask why, and the answer will need paperwork you could have filed months earlier.
A simple funding file
- State formation documents and any amendments
- EIN letter and the last two years of business tax returns
- Sales tax account details and recent returns, if the business collects sales tax
- Current city license or permit, and any state trade license
- Three to six months of business bank statements
- A year-to-date profit and loss statement and a debt schedule
With the file ready, the Wyoming loan prep list covers the remaining steps, and how a request moves shows what happens once you call.
Local context
Most Cheyenne-area businesses are small enough that the owner handles these filings personally. In ZIP 82001, where our office is, 67.4 percent of the 2,013 employer establishments had fewer than five employees in 2023 (U.S. Census Bureau, ZIP Code Business Patterns 2023). More local figures are on the Cheyenne, WY page, and other guides are in the resources section.
